I read at CHS the Phys. Ed. department got a $1.25 million grant, but they get the money in quarters, and they only get the next quarter of the grant if the school uses the money the right way. Studies have revealed that this leads to teachers teaching to the test or even cheating for their students. In the end, the students don't learn any more from the incentive. As you say though, people need to become more aware of "Race to the Top". I hadn't heard of it until I read this.
